How many months prior to the wedding day can the couple should plan their wedding?

It can take 6 months or more to order and receive a bridal dress. Never mind the time required for the alterations. A little planning needs to be done before it is ordered.
And it depends on the kind of wedding you are having. Big fancy detailed weddings require a lot of time, backyard casual events not as much.
Invitations should go out no later than 6 weeks before the wedding.
Popular venues might require a year’s notice to book them. Churches especially in June would require far in advance planning and booking.
The same thing applies for popular caterers and bands, photographers etc. They might have long waiting lists.
